Areas of Practice

Local Government Law

While all types of local government entities in Idaho must follow many of the same laws, each entity is also governed by its own set of statutes that dictate rules for operation and governance. We have worked with multiple types of Idaho local governments across the state, from cities and counties to water and sewer districts. Our knowledge of the law governing each type of local government, coupled with our firm grasp of the Idaho Open Meetings Act, the Idaho Public Records Act, public contracting laws for political subdivisions and other generally applicable laws gives us a unique perspective when working with our clients. We help simplify compliance with these laws while navigating through changes in the law.

Education Law

Much like other Idaho political subdivisions, Idaho public school districts and charter schools are governed by a myriad of state and federal laws and regulations. From teacher contracts to employee leave and discipline, we assist our clients in resolving problems without over-lawyering. We provide our school district and charter school clients with a wide range of employment related document review, drafting and policy guidance. We also represent school districts and charter schools in a wide range of legal issues related to both general education and special education students. We have extensive experience in advising clients on student suspension and other discipline issues, student records and privacy, and IDEA and Section 504 law, and have successfully defended our clients in litigation related to these issues. Our work for school districts and charter schools also includes providing guidance on facilities and real property-related matters, from contractor selection to contract review.

Employment Law

Our employment-related work for our local government and education clients has given us a breadth of experience in all types of employee issues, both public and private.   We routinely advise our clients on compliance with federal laws such as the Fair Labor Standards Act, the Family and Medical Leave Act, and the Americans With Disabilities Act, among others.  We take pride in our ability to stay on top of the many changes to the laws and regulations that govern our public and private employer clients so that we can assist them in navigating through the ever changing legal landscape.

Biography

Jill graduated from Willamette University College of Law in 2002. She has a Bachelor of Arts in Political Science and a minor in German from Pacific University, where she graduate cum laude in 1996.

After dabbling in civil litigation during her first few years following law school, Jill found a use for her political science and law degrees by working for a firm that specialized in municipal and local government law.  She was able to hone her knowledge of municipal law over the next twelve years, becoming fully versed in the intricacies of public contracting and purchasing, public records act compliance, open meetings compliance, employee rights and discipline issues, as well as the finer points of Idaho’s land use laws.
